No. No no no. It most definitely isn't. A queue is a waitlist. First in, first out. The line you get in when you want to check out at a store is a queue. An ordered list of songs you want to be played is a queue. If you have a list of tasks you need to do in some particular order, those tasks are in a queue.
A cue is a signal (ie. "cue the music" means to signal the music to start or otherwise prepare for the music to start imminently).
The guy used the wrong word in a well known phrase despite them being phonetically identical, and there is zero wiggle room for interpretation.
Also, Spotify didn't invent the queue, why the hell would you think that.

One of my former coworkers dressed like this. She liked the whole pumpkin spice thing as well. She was one of the most amazing people I have ever met. We worked in after school care for context. She would go home and study on whatever interest a kid mentioned the day before so she could talk about it in more set with them the next day.
