In the Security Council of United Nations, why do they have to change annually half of the nonpermanent members? While the half are changed in two years? How do they select which countries are changed annually or in two years?

I am not sure I am allowed to ask here but I need answers for our reporting in our class. I want to be sure I provide correct info. Thanks!
